Program Overview:
AWARE is implementing the AAWAZ-II programme in Umerkot district to promote inclusive governance, social cohesion, and protection of the rights of vulnerable and marginalized groups. The programme focuses on strengthening the role of communities in identifying root causes of social exclusion, conflict, and gender-based violence—and developing community-driven solutions to address them.
AAWAZ-II adopts a Human Rights-Based Approach (HRBA) and focuses on promoting voice, accountability, and inclusion at the grassroots level.


Key Objectives:
- Strengthen inclusive community institutions for conflict resolution and collective decision-making.
- Prevent child marriages, gender-based violence, and discrimination against women, girls, and marginalized communities.
- Promote peaceful coexistence, interfaith harmony, and social inclusion.
- Improve access to legal identity and services for vulnerable groups.
- Facilitate linkages between communities and duty-bearers (government departments, police, NADRA, etc.).
Major Activities Conducted:
- Broad-Based Community Meetings (BBCMs): Conducted in villages to engage communities in issue identification and solution planning through a rights-based lens.
- Formation & Capacity Building of AAWAZ Forums: Inclusive platforms at village and district levels, ensuring women, youth, religious minorities, and persons with disabilities are represented.
- Awareness Campaigns & Dialogues: On gender equality, civic rights, peacebuilding, and social cohesion.
- Referral & Support Mechanisms: For survivors of GBV, vulnerable children, and excluded individuals.
- Coordination with Local Authorities: To address gaps in service delivery, protection, and access to legal entitlements.
Progress Highlights:
- Villages Profiling: Project Team initially conducted villages profiling activity in 30 villages of three union councils.
- AAWAZ Forums Established: Communities are facilitated in formation of 15 forums at village level with balanced gender and minority representation.
- Community Engagements: 15 of BBCMs and awareness sessions conducted; communities sensitized on human rights and peaceful conflict resolution.
- Youth & Women Leadership: Women and youth trained in advocacy, leadership, and rights awareness.
- Legal Identity & Service Access: Support extended to individuals without CNICs or birth registration through NADRA facilitation.
- Referrals Paths: Cases of GBV, early marriages, and disability-based discrimination to be referred to relevant service providers, so initial mapping is completed.
